Leave Rules

Casual Leave

Casual leave is intended to meet special or unforeseen circumstances. Casual leave cannot be taken on frivolous grounds.

An Officer / Award staff shall be eligible for 12 days of casual leave in a Calendar Year. Prior written / oral permission is to be obtained for availing casual leave. If, for any genuine reason prior permission is not possible to be obtained, at least intimation of availment of such leave is to be informed by the quickest mode of communication. In any case, the written application has to be submitted latest on the day the employee resumes duty.

Casual leave shall be earned by an employee during the first calendar year of service on a pro - rata basis at the rate of one day for each completed month or part thereof.

Casual leave can be taken for not more than 4 days at a time. Intervening, preceding or succeeding holidays are to be excluded from these 4 days, but the total period of absence should not exceed 6 days in the case of Award Staff  / Permanent part time employees. If it exceeds six days, entire period of absence has to be treated as privilege leave. Casual leave cannot be granted in combination with any other leave. In case of officers, the total period of absence can exceed 6 days.

In case an employee overstays his / her casual leave for genuine reasons then the entire period of his / her absence can be debited to his PL account or to Sick Leave if his / her absence is due to sickness supported by Medical certificate. If the absence is due to frivolous reasons, then the Management can treat the entire period of absence including the CL granted as absence without pay, for CL cannot be combined with any other leave.

CL may be taken on grounds of sickness without production of medical certificate, provided the total period of sickness does not exceed 4 days.

An employee on casual leave shall be entitled to pay and all allowances as if he was on duty.

Unavailed Casual Leave

Unavailed casual leave in a Calendar year is convertible into sick leave on full substantive pay in the case of Award Staff / Permanent part time employee. However, unavailed casual leave due to an employee in the first year of his / her service is not convertible into sick leave. In the case of officers, casual leave not availed of in any year may be suffixed or prefixed to sick leave in the following three years (w.e.f. 1.4.97)

Unavailed casual leave can be availed by Officers without MC upto 4 days. It can be availed in combination with any other leave except CL. It can be availed only on the grounds of sickness.

Privilege Leave

PL is calculated at the rate of one day for every 11 days of active service. While calculating PL, all kinds of leave availed except CL shall be excluded.

An Officer / Award staff / Permanent part time employee is eligible to avail PL only after completion of 11 months of service.

PL should be applied in the prescribed application form.

PL cannot be taken on more than 3 occasions in a Calendar year though one occasion may comprise even a single day. In deterring the number of such occasions, the following will be excluded:

i. Refusal of leave or recall from leave by the Management

ii. Grant of PL on the grounds of sickness subject to such leave being availed for a period of more than 4 days at a time on production of MC in the case of Award Staff /  Permanent part time employees. In the case of Officers PL under Medical grounds can be availed even for 1 day.

iii. The members of the Executive Committee of the Registered Trade Unions of Bank Employees' Unions / Officers' Associations are entitled to avail PL on more than 3 occasions in a year for organisational work, if they have leave to their credit.

iv. In exceptional circumstances, Management can consider granting of leave on more than 3 occasions in a calendar year but it will be at the absolute discretion of the Competent Authority to grant such leave or not in the case of award staff members. 

v. Sundays and holidays are permitted to be prefixed or suffixed to PL but intervening Sundays or holidays are included in the leave.

vi. PL can be accumulated upto / not more than 240 days except where leave has been applied for and it has been refused.

vii. An employee should give not less than one month notice of his / her intention to avail PL

Encashment of PL

* An employee at his / her option shall be permitted to encash one day PL for donation to Prime Ministers relief Fund subject to his giving a letter to the bank to that effect and authorising the bank to remit the amount to the Fund.

* PL encashed is not to be deducted from the period of service for the purpose of calculation of PL

* All staff members are entitled to encash the accumulated PL to his / her credit at the time of retirement subject to a maximum of 240 days .

* PL encashment is not allowed to an employee who resigns the job

* If an employee dies in service, his / her heirs will be paid salary for the leave accrued to him / her at the time of death subject to a maximum of 240 days.

Sick Leave

Sick leave is granted on production of Medical certificate issued by a Registered Medical Practitioner acceptable to the bank or at bank's discretion from a Doctor nominated by them at their cost.

An employee is entitled to 30 days sick leave on half substantive pay, for every year of service subject to a maximum of 540 days in the entire period of service in the Bank. During the first year of service sick leave will be granted on pro-rata basis. An employee however can request the Management to commute the sick leave on half substantive pay to full substantive pay, in which case, twice the number of days leave taken will be accounted.

There is no restriction for the number of days of Sick leave that can be availed.

Sick leave can be clubbed with PL, ML and UCL

An officer / Award staff / Permanent part time employee on completion of 24 years, is eligible for additional sick leave at the rate of one month for each year of service subject to a maximum of 3 months. This additional sick leave will be available only after exhausting half pay sick leave. In the case of officers, this can be availed only as half pay and additional sick leave cannot be converted into leave on full substantive pay.

An officer / Award staff / Permanent part time employee suffering from minor ailments can avail SL without producing medical certificate for 2 days on an occasion upto a maximum of 10 days in a calendar year provided the officer does not have any casual leave at credit. This leave can be availed even for 1 day.

Unavailed casual leave from the second year of service of an Award Staff employee can be converted into sick leave on full substantive pay. Such sick leave in lieu of unavailed casual leave shall be over and above the maximum stipulated.

Management in special cases may grant sick leave over and above the maximum at one fourth substantive pay.

Maternity Leave

Every female employee is eligible for Maternity leave on full substantive pay, not exceeding 3 months on any one occasion subject to a maximum of 12 months during the entire period of service.

Maternity leave can be availed for pre-natal and post- natal period or at the time of miscarriage or abortion on production of medical certificate.

Maternity leave on account of miscarriage or abortion shall not exceed 6 weeks at a time.

Maternity leave is available even in the first year of service of the Officer / Award staff / Permanent part time employee.

An Officer / Award staff / Permanent part time employee on maternity leave shall be entitled for full emoluments.

Maternity leave is calculated on a month to month basis.

Maternity leave can be sanctioned to an Officer / Award staff / Permanent part time employee who is on probation. However the period of probation shall be extended to that extent.

Competent Authority can grant leave of any other kind admissible with or in continuation of maternity leave provided the request is supported by sufficient Medical Certificate.
